Can you solve this riddle?

A man headed to the park with a giant box. Several minutes later, he took an item out of the box and blew it up. He did this with hundreds of thousands of items, and did it near people and famous statues. Although there were several cops on duty, none of them rushed to stop this man- they only complimented him! Why wasn't the man arrested?
